I’m Éric LAITAT, born in november 1958 (59 years old), live in Namur (Belgium), agricultural engineer, Ph. D. in environmental sciences, work on environment management and sustainable development since 1982. My professional career is marked by numerous pilot projects in decision-making in environment, eco-technologies, eco-design towards green economy.

Since 1982, I have been involved in many pilot projects and have traveled to over forty countries around the world, from Belgium, where I live, to Rio and Kyoto.

Favourite projets

EcoPilot addresses participatory results-oriented pilot projects focused to the economic world. They involve the development and implementation of a shared vision, within a given period of time and budget. These are into strategic and organisational consulting, capacity building, technical assistance, training and funding by international donors including the EU, EIB, EBRD, AfDB, GEF, AFD, GIZ, WB.


Every project makes me discover a new world. My favourite projects contribute to the development of the green and prosperous economy for the benefit of all by the control and the culmination of the concepts, the working methods or the results achieved and especially the richness of human exchanges at work.


EnerGite (Chisogne, Belgium). Ecoprojet of pilot hollydays lets on the farm, led in family with my wife, Nathaly Pereaux. It involves rehabilitating and revitalizing old farm buildings dating back to 1751, which have fallen into ruin and abandoned. In 2001, the buildings were completely restored and converted into three low-energy holiday cottages (<60 kWatt/m2). EnerGîteWinner of three construction prizes: Environmental contest in the construction of the Confédération construction wallonne (2007), the Energy awards (2006) and Piment best-in-class energy efficient building of the Walloon region (2002). After fifteen years of operation of these country cottages open to green ecotourism in the Ardenne, EnerGite is now a project of holiday cottages in a pedagogic pilot farm for an introduction to the environment, conservation of biological diversity, small livestock local breeds, agriculture, small farm machinery, organic gardening at guests’ disposal, wastewater treatment and small-scale upgrading as well as low-energy construction.


GDA-Sidi Amor (Borj Touil, Raoued, Governorate of Ariana, Tunisia). I met the couple Lela Amel Ben Romdhane and Dr Ben Miled, social entrepreneurs and inspirers of the GDA Sidi Amor on the eighth day of my first mission in Tunisia on August 24th 2010. The baraka one evening of Ramadan! My first visit was to discuss around eco-building that brought me to the Tunisian Ministry of Equipment. By deepening the contacts over time, I made small contributions in response to the dynamism of their remarkable projects in terms of harmony, integration and complementarity, e.g. Ecovillage projects of handcraft trade and art trade opened on ecotourism, seminars and workshops on rammed-earth, adobe and compressed-earth mud bricks and recently an international wastewater treatment project, donated by the World Bank to the GDA, through its tutelary authorities.
GDA Sidi Amor is an integrated pole of socio-economic sustainable local development in th suburb of Tunis based on the rehabilitation, improvement and valorization of all local natural resources, the personal and professional development of local youth and the development of economic activities through an ecocenter of arts and crafts. An endless glare, an inexhaustible source of inspiration and very rich human encounters that honor me with too few solicitations of services. Following the very first meeting at the GDA Sidi Amor with Ahmed, Anas, Haider, Hedi, Jaber, Kadhem, Medsalah, Mohamed Fadel, Moustapha, Nour, Selmène, Sofiene, Youssef, I have frequent thoughts for Borj Touilians.


Association la Voûte Nubienne After meeting Mathieu Hardy in Tunis, architect volunteer of the Nubian Vault (VN) during a networking seminar for the implementation of locally available materials in the ecoconstruction in the Mediterranean hosted by GDA Sidi Amor in 2012, I contributed for AVN to the drafting of a grant application to the French development agency (AFD) entitled Development of a market for low carbon and climate-friendly buildings in Burkina Faso, Mali, Senegal. These were for me very beautiful human encounters in Ganges (France) and a small contribution to a pilot project with a very high impact factor that makes sense.
In 2000, after two years technical research at Boromo in Burkina Faso, a French mason Thomas Granier and a Burkinabe farmer, Séri Youlou, founded the Association la voûte nubienne (AVN). AVN’s mission is to quickly provide access to a suitable architecture for the greatest possible number of beneficiaries at affordable cost. AVN’s working hypothesis is that ‘only an adapted and validated constructive technique, mastered by tradespeople, in markets initiated by so-called extension workers/key-persons, gives access to locally recognized sustainable architecture in the short-term and to the greatest number of beneficiaries’.
In 2012, over its first ten years of its existence, AVN allowed the construction of more than 1,500 Nubian Vaults, 25 m² for an average price equivalent to 500 € each, ie more than 10 km of buildings, carried out by more than 200 masons on 533 sites, for 12,000 beneficiaries. At that time, the average annual growth rate of the Nubian Vault market was above 30%. The savings of greenhouse gases (GHG) were over 2,600 tons eq.CO2 and the local money savings were estimated at more than 750,000 €. Through the AFD project, AVN aimed to deploy its program on a large scale with the construction of 5,000 vaults in 3 years. These goals have been met and AVN is still ‘collecting’ international awards in social entrepreneurship.


Djiboutian Energy Management Agency Djibouti is planning and preparing a very ambitious socio-economic development, supported by large capital inflows, with a view to positioning itself as a commercial and logistical hub in East Africa. Djibouti ‘sets the first milestones for the promotion of energy efficiency’, by setting up in 2013 the Djiboutian Agency for Energy Management (ADME).
ADME is keen to raise its visibility by preparing operational decrees and to have the relevant tools to accomplish the energy control mission assigned to it, in the first instance, reducing the energy bills of public buildings. A major and demanding project of MWH-Global within the framework of the EU’s Global climate change alliance (GCCA) in Djibouti, which aimed to evaluate energy efficiency of buildings, identify pathways, in the design and construction of a pilot bioclimatic construction, to become a demonstration center for treated- wastewater recovery for market gardening in a tropical desert climate (BWh by Köppen & Geiger).


Fair Milk Fair Farm is an integrated, coherent information, communication and promotion campaign that targets 80 million touch points in three years :
*to support the work of family and farmer farms, guarantee a fair income for producers, raise awareness of the high milk quality standards in the EU and thus ensure animal welfare, protect the environment and respect nature,
*to consolidate production and consumption of fair milk products in Belgium,
*to raise awareness, promote, inform and engage the consumer on fair milk and fair agricultural production.

Fair Milk Fair Farm is inspired by North-South fair trade and responds to a key issue of the EU’s agricultural policy: sufficient income for the food producer and affordable food to those who buy it. The aim here is to consolidate an existing within EU North-North economic exchange mechanism set up by FairCoop in Belgium, bringing together breeders and consumers.


Bibliography

My list of scientific publications embraces 10 years of postgraduate training (1982-1992) and 15 years of experimental research direction (1987-2004) at the Gembloux university (Gembloux Agro-Bio Tech at present). The work and research I carried out, teaching and training I gave over the past twenty years in the academic world, dealt with air, water and soil pollution, waste management, biogeochemical analysis of agricultural and forest ecosystems, environmental impact studies and major infrastructures for climate change studies. Autobiography

Eric Laitat is an environmentalist for more than 30 years. He started his career in the academic world and is now independent expert freelancer. Engineer, PhD in environmental sciences, he conducted missions for many international institutions and organizations. The pilot projects in which he has been involved since 1982 have made him travel in over 40 countries, from Belgium, where he lives, through Rio and Kyoto.
In 2003, he founded EcoPilot, an independent consulting firm for pilot projects and sustainable development. It is committed to serving the local and regional players and supports their development through numerous environmental breakthroughs. His ambition is to combine a theoretical mastery with concrete scientific methods in order to work - finally and efficiently - in a network around the world, and to make a useful contribution to the development of a green and prosperous economy in the interest of all.

Cross-border cooperation in the Mediterranean

This E-Book «Documentation EcoPilot» Cross-border cooperation in the Mediterranean (ENI-CBCMed) Environment (only in French) is intended to assess submission of grant application to the ENI-CBCMed call for proposals, closed Nov 9. 2017. It outlines the framework and the structure of the ENI-CBC Programming document/call for proposals and proposes a working method to clarify any idea suitable for the bid. This idea will then have to be turned into a project proposal.

I read ± 800 pages documents related to the standard call for projects within the framework of the European Neighborhood Instrument, Cross-Border Cooperation in the Mediterranean Basin (ENI-CBCMed). During my readings, I have better identified environmental project opportunities until I considered gathering in this IEV-CTF-Med E-Book all the necessary information invaluable for applicants.

Conlusions:
The IEV-CTFMed Joint Programming Document (JPD) shows that the EU has clearly defined the framework for multilateral cooperation between the Mediterranean countries of the EU (EUPM) and the Mediterranean Partner Countries (MPC) through a comprehensive consultation process.
Only the pilot demonstration projects that fit in with the perspectives (ambition, north / south balance of the Mediterranean) and the working method will be selected for technical evaluation. They should contribute to achieving the objectives of the Program in a transparent manner. This cross-border cooperation between at least three countries in the eligible area will be based on an intercultural approach between people and institutional capacity building. It will promote the Euro-Mediterranean innovation networks and the value chains set up by EU funding.

The E-Book «Responsibility of companies: ecoception, ecotechnology» (only in French) is a commission written for the seminar Opportunities in the sector of environmental technologies organized by Pol.i.Tech (Gabes, Tunisia) in April 2012. Pol.i.Tech, Pole of technological excellence, plans to promote eco-design and integrate environmental technologies into its development policy. Corporate social responsibility is committed to encouraging the emergence of leadership in technological innovation that reduces our ecological footprint. Environmental technologies exist in many sectors.

  • The framework of European policy actions for an economy based on sustainable development are clearly marked. Tools exist. They are used insufficiently.

  • Current technologies do not allow for growth in the short term and will not guarantee sustainable development in the long term. Many environmental ecotechnologies exist. They have to be implemented now. With currently 2 to 3% market share, the environmental technologies will develop by clarifying the motivations to act differently and by setting ambitious environmental objectives to be achieved.

Green Economy: Now!

The E-Book «Green Economy: Now!» (only in French) was written in spare time during the jasmine revolution in Tunisia that I had just left after a mission to set up ecoconstruction at the Ministry of Equipment. It was for me the opportunity to think about our European society, its place in the world, its objectives, its ambitions and political means, our development and future prospects. This E-Book was presented in May 2012 at the Cité des Sciences in Tunis during an international seminar organized by the GDA Sidi Amor, which set up the Med-Ecoconstruction network for the use of local materials in eco-construction in the Mediterranean basin. This network brought together partners from France, Egypt, Tunisia, Morocco and Sardinia.
The EBook Economie verte: Maintenant! intends to share a vision, define a project, use the instruments and funding mechanisms of the European union, develop methods to implement ideas and ambitions, to finally and efficiently network around the world and to develop a green and prosperous economy for the benefit of all.

  • Policies are sufficient and have generated significant breakthroughs and progress in 30 years at the international, national, regional and local levels. Our world is very different from that of 1987. However, the policies are far from having generated the necessary evolutions. May some topics be poorly prioritized and some issues underestimated?

  • The policies and means implemented are still far from triggering of sustainable socio-economic development in Europe, far from being efficient and effective in guaranteeing and improving the place for man in his environment.

  • There are also and above all markets whose opportunities we have not grasped.
